Homelessness and Affordable Housing

Celeste understands how quickly families can fall into crisis — and how hard it is to climb back out.
Before elected office, Celeste worked on the Los Angeles Homelessness Services Team and with the Los Angeles Housing and Community Investment Department (HCID) on homelessness prevention efforts across Los Angeles, managing programs and coordinating funding to keep people housed.
As a San Fernando Mayor, she created “Kids First,” a program supporting homeless families living in motels — connecting them to food, school support, and the services needed to transition into permanent housing.
In the Assembly, Celeste is working to expand that impact by fighting for:
Emergency rental assistance and eviction prevention
Mixed-income housing development and zoning reforms
Supportive services, including mental health care for those experiencing homelessness
Long-term solutions that treat housing as a human need, not a privilege
